If we assume that TGD isn't actually the type of person who would leave his best friend in jail for 24 years (which he might in fact be), I can't think of any other reason why in good faith he would have said, "I'll get you out" and then went "...Nah" except for the overwhelming anxiety and guilt being so strong that it was easier to sweep it under the rug and pretend it wasn't happening.
