I think the locker thing is Zhou Guan Zhi selling drugs to He Hang. There's another instance in an earlier episode where Ah-Zhi leaves and you see him heading out on his motorcycle (or scooter?), so I think the purpose of this scene is to set up that there's some shady stuff going on.
